Changes payment requirements of license issuance fees for licensees who are holders of former state liquor store operating rights or owners of former contract liquor stores, and who are qualified as a small business.

Allows a group of individual retailers, authorized to sell spirits for consumption off the licensed premises, to accept delivery of spirits intended for multiple licensees at the licensed premises of any one of the individual licensees, or at a warehouse facility registered with the state liquor control board.
