Prohibits distributing, dispensing, manufacturing, or selling a product that contains any amount of a synthetic cannabinoid, cathinone, or methcathinone.

Requires the Washington state patrol to create a pilot program that uses technologies and protocols to instantly identify synthetic drugs, as well as other illicit drugs.
