Revises the municipal water and sewer facilities act to authorize a municipality to: (1) Create an assessment reimbursement area on its own initiative, without the participation of a private property owner;

(2) Finance all of the costs associated with the construction or improvement; and

(3) Become the sole beneficiary of reimbursements.
