Expands the purpose of the Washington community learning center program to include: (1) Supporting the creation, expansion, and quality improvement of community learning centers that target communities of color, rural communities, and low-income communities;

(2) Providing smaller independent after-school programs a greater opportunity to access grant funds; and

(3) Implementing the field-driven quality standards for after-school, summer, and youth development programs.

Requires the office of the superintendent of public instruction to create the Washington community learning center advisory council.
