Authorizes the department of commerce to: (1) Appoint a Pacific Northwest manufacturing partnership advisory committee to advise and make recommendations to the department regarding the Pacific Northwest manufacturing partnership and manufacturing economic development in the state; and

(2) Appoint an advisory committee in other geographic regions of the state seeking to establish a manufacturing community partnership.

Requires the department of commerce to facilitate regional collaboration among manufacturing economic development stakeholders through consultation with and support from the manufacturing partnership in the geographic regions represented by the partnership.
