Declares an intent to provide additional state financial assistance to help school districts in funding public school facilities necessary to support state-funded all-day kindergarten and class size reduction in kindergarten through third grade.

Requires the K-3 class size reduction construction grant pilot program to be administered by the office of the superintendent of public instruction.

Provides that section 201 of this act is null and void if appropriations are not approved.
