Declares an intent to lock tuition rates for students at the public baccalaureate institutions after their initial year of enrollment regardless of whether tuition-setting authority remains with the institutions of higher education or reverts to the omnibus appropriations act. If either the public baccalaureate institutions, or the legislature through the omnibus appropriations act, decreases tuition rates, the legislature intends for this to apply to all students.
