Revises the future teachers conditional scholarship and loan repayment program to: (1) Increase statewide early elementary teachers in kindergarten through third grade;

(2) Increase applications for the program for early elementary education certifications;

(3) Attract candidates who are successfully employed in the education field for more than five years; and

(4) Determine if the alternative route conditional scholarship program or the future teachers scholarship program provided the most successful teacher applicants.
