Creates the economic gardening pilot project within the department of commerce for the purposes of stimulating the state's economy and creating good-paying, sustainable jobs by providing economic gardening strategic assistance services to second-stage companies.

Requires the department of commerce to: (1) Oversee and direct all resources for the execution of the pilot project; and

(2) Work with chambers of commerce, associate development organizations, and other economic development organizations to implement the pilot project.

Creates the economic gardening pilot project fund.

Expires July 1, 2020.

Provides that this act is null and void if appropriations are not approved.
