Prohibits the department of ecology from using water banking to provide for mitigation of water resource impacts if an adequate and reliable water supply is not available for the purpose of providing mitigation.

Requires the department of ecology to: (1) Include a schedule on its web site showing the amount charged by each water bank for mitigation; and

(2) Update the schedule on a quarterly basis, using information provided to it by each water bank.
