Revises the definition of "health plan," for purposes of chapter 48.43 RCW (insurance reform), to exclude the civilian health and medical program for the veterans affairs administration.

Authorizes the civilian health and medical program for the veterans affairs administration to be offered to a qualified resident under a group disability policy.
