Prohibits a motor vehicle manufacturer from falsely certifying that the vehicles it produces meet applicable emission standards or otherwise misrepresent that the vehicles meet applicable emission standards.

Prescribes penalties, places the entire responsibility for correcting the failures on the vehicle manufacturer, and provides full compensation to the vehicle owners for their damages.

Creates the motor vehicle emission control subaccount of the air pollution control account.
