Provides that when members of the volunteer firefighters' and reserve officers' retirement plan exceed the hours needed for the position to become an eligible position, due to service in a large-scale state emergency, the affected individuals shall have a ninety-day window from the eligibility date or the end of the emergency, whichever comes last, to choose whether to join the public employees' retirement system or remain with the volunteer firefighters' and reserve officers' retirement plan.

Requires the department of retirement systems and the board for volunteer firefighters to: (1) Jointly submit to the chair and vice chair of the legislative fiscal committees a report detailing any additional statutory changes needed to effectively carry out the intent of this act; and

(2) Work together to establish coordinated rules for their respective retirement systems to effectively carry out the intent of this act in a manner consistent with applicable federal law.
