(DIGEST AS ENACTED)

Prohibits an individual, who acts as a sponsor providing guidance, emotional support, and counseling in an individualized manner to a person participating in an alcohol or drug addiction recovery fellowship, from testifying in a civil action or proceeding about any communication made by the sponsee to the individual except with the written authorization of the sponsee or, in the case of death or disability, the sponsee's personal representative.

To the Honorable President and Members,
The Senate of the State of Washington

Ladies and Gentlemen:

I am returning herewith, without my approval, Substitute Senate Bill No. 6498 entitled:

"AN ACT Relating to testimonial privileges for alcohol and drug addiction recovery sponsors."

This is a worthy bill, but it has preceded the passage of the 2016-2017 supplemental operating budget, which is a greater legislative priority. Until a budget agreement is reached, I cannot support this bill.

For these reasons I have vetoed Substitute Senate Bill No. 6498 in its entirety.
