Allows a manufacturer of an investigational drug, biological product, or device to: (1) Make the drug, product, or device available to eligible patients; and

(2) Provide the drug, product, or device to an eligible patient without receiving compensation; or

(3) Require an eligible patient to pay the costs of, or the costs associated with, the manufacture of the drug, product, or device.

Allows a health insurance carrier to provide coverage for the cost of the drug, product, or device.

States that an official, employee, or agent of the state who blocks or attempts to block an eligible patient's access to an investigational drug, biological product, or device is guilty of a misdemeanor.
