Requires the adjutant general to also lead the development and management of a program for interagency coordination and prioritization of continuity of operations planning by school districts.

Requires the adjutant general, in consultation with the emergency management council, to develop: (1) Model continuity of operations plans for use by state agencies and school districts; and

(2) A program to assist state agencies and school districts in developing continuity of operations plans.
