Addresses the spread of disease, plant pathogens, and pests.

Requires the department of ecology, upon receipt of a preliminary comprehensive solid waste management draft plan, to provide the department of agriculture with a copy of the plan.

Allows the department of ecology to classify areas of the state with respect to an area's status under a quarantine when establishing minimum functional standards for solid waste handling.

Requires the department of agriculture to review the plan for compliance and advise the local government submitting the plan and the department of ecology of the result of the review.

Allows the department of agriculture to comment on applications for exemptions from solid waste permitting requirements that apply to waste-derived soil amendments. The comments must be limited to addressing whether approving the application risks spreading disease, plant pathogens, or pests to areas that are not under a quarantine.
