Requires the office of financial management to review and comment on, before the department of transportation submits to the legislature and the governor, a report on the progress toward the attainment by state transportation agencies of the state transportation policy goals and objectives prescribed by statute, appropriation, and governor directive.

Transfers certain duties of the department of transportation to the office of financial management.

Provides that it is the intent of the legislature that the office of financial management, in consultation with the transportation commission, establish objectives and performance measures for the department of transportation and other state agencies with transportation-related responsibilities.

Requires the office of financial management to submit objectives and performance measures to the legislature for review and provide copies of the same to the transportation commission.
