On page 17, beginning on line 20 of the striking amendment, strike all of section 16 and insert the following:

"NEW SECTION. Sec. 16. LOCAL LAWS. This chapter preempts all laws enacted by a county, city, town, or other political subdivision of the state that regulate the collection and disposal of prescription drugs and the promotion of a drug take-back program."

EFFECT:  Preempts all local laws regulating the collection and disposal of prescription drugs and the promotion of a drug take-back program (instead of permitting counties to enforce grandfathered ordinances for a period of 18 months).
