    On page 6, line 17 of the striking amendment, after "January 1," strike "2025" and insert "2019"

    On page 6, line 21 of the striking amendment, after "backgrounds;" strike "and"

    On page 6, line 26 of the striking amendment, after "years" insert "; and

    (c) The fossil fuel reduction targets established under section 3 of this act shall expire if the study performed under this subsection (2) determines that the impact on utility rates as it affects varying income levels, ethnic backgrounds, and racial backgrounds exceeds four percent, on average, of the cost of resources available to a utility in the absence of the requirements in section 3 of this act"

EFFECT:   Requires the Department of Commerce to develop and publish a study by January 1, 2019, rather than by January 1, 2025, on the impact of the fossil fuel reduction targets on utility rates as they affect individuals of varying income levels, ethnic backgrounds, and racial backgrounds. Expires the fossil fuel reduction targets if the study determines that the impact on utility rates exceeds four percent, on average, of the cost of resources available to a utility in the absence of the targets.
