    On page 3, line 1 of the striking amendment, after "(b)" insert "Was a resident for at least five consecutive years immediately preceding his or her application to the program;

    (c)"

    Renumber the remaining subsections consecutively and correct any internal references accordingly.

EFFECT:  Requires a person to have been a Washington resident for at least five consecutive years immediately preceding his or her application in order to be eligible for the COFA Premium Assistance Program.
