     On page 8, after line 20, insert the following:

     "NEW SECTION. Sec. 8.  Nothing in this act may infringe upon the exercise of any federally recognized tribe’s treaty or other federal right to hunt pinnipeds due to the food insecurity issues for southern resident orca whales created by pinnipeds."

     Renumber the remaining sections consecutively and correct any internal references accordingly.

EFFECT: Declares that nothing in the act may infringe upon the exercise of any federally recognized tribe’s treaty or other federal right to hunt pinnipeds due to the food insecurity issues for southern resident orca whales created by pinnipeds.
