     On page 8, after line 20, insert the following:

     "NEW SECTION. Sec. 8.  The state must encourage federally recognized tribes to exercise their treaty or other federal right to hunt pinnipeds due to the food insecurity issues for southern resident orca whales created by pinnipeds."

     Renumber the remaining sections consecutively and correct any internal references accordingly.

EFFECT: Requires the state to encourage federally recognized tribes to exercise their treaty or other federal right to hunt pinnipeds due to the food insecurity issues for southern resident orca whales created by pinnipeds.
