    On page 3, after line 27 of the striking amendment, insert the following:

    "NEW SECTION. Sec. 5.  (1) The department of licensing shall convene a work group to:

    (a) Identify barriers to the implementation of payment plans for motor vehicle excise taxes imposed by regional transit authorities;

    (b) Consider and make recommendations regarding the resolution of any barriers so identified; and

    (c) Develop a plan to implement a motor vehicle excise tax payment plan by July 1, 2019.

    (2) The work group must consist of, but is not limited to, representatives from the department of licensing, the department of revenue, the Washington state patrol, a regional transit authority imposing a motor vehicle excise tax, subagents, county auditors, and auto dealers.

    (3) The work group shall submit a report with its finding, recommendations, and implementation plan to the transportation committees of the legislature by December 1, 2018."

    Renumber the remaining sections consecutively and correct any internal references accordingly.

EFFECT:  Requires the Department of Licensing to convene a work group consisting of various stakeholders to identify barriers to the implementation of payment plans for a motor vehicle excise tax (MVET) imposed by a regional transit authority, make recommendations regarding the resolution of any barriers identified, and develop a plan to implement an MVET payment plan.  Requires the work group to submit a report to the Transportation Committees of the Legislature with its findings, recommendations, and work plan by December 1, 2018.
