    On page 1, after line 14, insert the following:

    "(4) There is no expectation that:

    (a) The state will collect compostable material from a school district or provide composting supplies to a school district if there is no facility within the boundaries of the school district to use the material; or

    (b) A school district will collect compostable material from a school if there is no facility within the boundaries of the school district to use the material."

EFFECT:  Specifies that, if there is no facility with the boundaries of the applicable school district to use compostable material, there is no expectation that: (1) the state will collect compostable material from a school district or provide supplies to a district; or (2) a school district will collect compostable material from a school.
