Brief Description: Modifying certain vehicle service fees.

Brief Summary of Bill

  • Increases, from $12 to $18, the service fee collected for changes in a certificate of title or for verification of record and preparation of an affidavit of lost title.

  • Increases, from $5 to $9, the service fee collected for a registration renewal, issuing a transit permit, accepting a vessel registration, accepting a report of sale, or accepting a transitional ownership record.

Background:

The Department of Licensing (DOL), county auditor, or other agent or subagent appointed by the DOL director collects a service fee of:

The service fees collected by the DOL, county auditor, or other agent appointed by the DOL director must be deposited into the Capital Vessel Replacement Account, authorized under RCW 47.60.322 and created in 2011. Expenditures from this account may be used only for the construction or purchase of ferry vessels and to pay the principal and interest on bonds authorized for the construction or purchase of ferry vessels. Priority is given to supporting the construction or purchase of a ferry vessel with a carrying capacity of at least 144 cars; vessel classes that meet this vehicle criteria include: Jumbo Mark II (202), Jumbo (188), Super (144), and Olympic (144). Moneys from this account may be transferred by the State Treasurer to the transportation 2003 account (Nickel account) for debt service on bonds issued for the construction of 144-car class ferry vessels, or by the Legislature to the Connecting Washington Account in such amounts as reflect the excess fund balance of the Capital Vessel Replacement Account to be used for ferry terminal construction and preservation.

The service fees collected by subagents are self-retained.

Summary of Bill:

The service fee collected for changes in a certificate of title or for verification of record and preparation of an affidavit of lost title is increased from $12 to $18. The service fee collected for a registration renewal, issuing a transit permit, accepting a vessel registration, accepting a report of sale, or accepting a transitional ownership record is increased from $5 to $9.

Effective Date: The bill takes effect 90 days after adjournment of the session in which the bill is passed.
