Brief Summary of Bill

  • Requires Kitsap County, and the cities within it, to review and revise its comprehensive plan and development regulations no later than June 30, 2015, and every eight years thereafter.

Background: The Growth Management Act (GMA) is the comprehensive land use planning framework for counties and cities in Washington. Jurisdictions that fully plan under the GMA are required to adopt internally consistent comprehensive land use plans that are generalized, coordinated land use policy statements of the governing body. Comprehensive plans are implemented through locally adopted development regulations, both of which are subject to review and revision every eight years.

Counties, and the cities within them, are grouped into four different year classes that determine when they must review and revise their comprehensive plans.  King, Pierce, and Snohomish counties are required to review and revise their comprehensive plans no later than June 30, 2015, and every eight years thereafter.  Ten other counties—Clallam, Clark, Island, Jefferson, Kitsap, Mason, San Juan, Skagit, Thurston, and Whatcom—are required to review and revise their comprehensive plans no later than June 30, 2016, and every eight years thereafter.  The remaining counties are divided into the 2017 and 2018 year-classes for comprehensive plan review and revision.

Summary of Bill: Kitsap County must review and revise its comprehensive plan no later than June 30, 2015, rather than June 30, 2016, and every eight years thereafter.

Effective Date: Ninety days after adjournment of session in which bill is passed.

Staff Summary of Public Testimony: OTHER: Kitsap County is supportive of what the bill intends to do, which is to sync the Kitsap County comprehensive plan update timeline with other multicounty planning jurisdictions. However, some jurisdictions are concerned about the 2023 deadline. Rather than imposing the 2023 timeline, there should be a discussion about what a more appropriate timeline may be.
