Background: The Department of Licensing (DOL) is currently involved in replacing their driver and vehicle information technology system, called the Business and Technology Modernization project (DRIVES). In the process of carrying out this project, DOL uncovered technical issues in state law that need to be resolved prior to the DRIVES implementation. DRIVES just completed the replacement of the vehicle-related systems in December of 2016. Driver-related systems are expected to be completed in 2018.

Summary of Bill (First Substitute): The Act makes the following changes to current law:

The Act also creates a general procedure for establishing and updating the name and address for applicants of a driver's license, identicard, certificate of title, vehicle or vessel registration, or other permit. If a person changes their name or address, they must notify the DOL in writing or through other means as decided by rule of the DOL within ten days. The address or name associated with a vehicle registration would then be updated concurrently with the name and address information on file for the corresponding driver's license.

Effective Date: Ninety days after adjournment of session in which bill is passed.

Staff Summary of Public Testimony on First Substitute: PRO: This is a good little bill and just makes technical changes. It will synchronize the address of record for a driver with the vehicle registration that belongs to that driver. This is a technical cleanup and maintenance bill.
