Brief Summary of Bill

  • Changes the date by which the Superintendent of Public Instruction (SPI) must annually review and report on the Transitional Bilingual Instruction Program (TBIP) to February 1st from January 1st.

Background: Since 1969, the SPI has been directed to annual review and report on the TBIP.

Summary of Bill: SPI must annually review and report on the TBIP on or before February 1st instead of January 1st.

Staff Summary of Public Testimony: PRO: At OSPI, we take out deadlines very seriously and every year we are stressed trying to get the TBIP report to the Legislature. There is data that comes from school districts late in November and December. We have to analyze the data for the report and it does a little bit of time to do that. So, changing the date would be very helpful.
