Background: The Legislature created DCYF in 2017. The creation of DCYF follows the recommendations of the bipartisan Blue Ribbon Commission on the "Delivery of Services to Children and Families" convened by the Governor in February 2016 to recommend a state system that focuses exclusively on preventing harm to children and youth.

DCYF will assume the services of the Department of Early Learning, the Juvenile Rehabilitation Administration, the Office of Juvenile Justice, and the Children's Administration within the Department of Social and Health Services, respectively, over the next two years.

Summary of Bill: Various technical corrections and clarifying amendments are made to statutes affected by the creation of DCYF to correct any oversights or errors in drafting and any conflicts between amendatory sections in the creation of DCYF and other 2017 legislation.
