Establishes the Washington housing opportunities act.

Improves resources available to aid with increasing access and removing barriers to housing for individuals and families in the state.

Increases the surcharge for local homeless housing and assistance.

Requires the department of commerce to: (1) Coordinate its efforts on the five-year state homeless housing strategic plan with the office of homeless youth prevention and protection programs advisory committee; and

(2) Provide an update on the five-year state homeless housing strategic plan and its activities for the prior fiscal year.

Requires the office of financial management to secure an independent expenditure review of state funds received under RCW 36.22.179(1)(b) (section 1(1)(b) of this act) to assess the consistency in achieving policy priorities within the private market rental housing segment for housing persons experiencing homelessness.
