Prohibits a law enforcement agency from returning a concealed pistol license, that has been surrendered to or impounded by the agency, to a licensee until the agency determines that the licensee is eligible to possess a firearm and meets other eligibility requirements for the license.

Requires a law enforcement agency to release a concealed pistol license to a licensee, without unnecessary delay and in no case longer than five business days, after the agency determines the requirements have been met.
