Requires a person providing broadband internet access service in the state to publicly disclose accurate information regarding the network management practices, performance characteristics, and commercial terms of its services sufficient for consumers to make informed choices regarding the purchase and use of the services and entrepreneurs and other small businesses to develop, market, and maintain internet offerings.Prohibits a person engaged in the provision of broadband internet access service in the state from: (1) Blocking lawful content, applications, services, or nonharmful devices;(2) Impairing or degrading lawful internet traffic on the basis of internet content, application, or service, or use of a nonharmful device; or(3) Engaging in paid prioritization.Creates the internet consumer access account.

Requires the department of children, youth, and families to: (1) Develop, in consultation with the statewide child care resource and referral network, the community and technical college system, and one or more community-based organizations with experience in preparing child care providers for entry into the workforce, a community-based training module for child care providers and entrepreneurs interested in developing the business, which will be offered to providers and entrepreneurs as a pilot program in at least four communities; and(2) Upon completion of the pilot program, collaborate with the state board for community and technical colleges to align all or parts of the training module with course outcomes identified in one or more early childhood education classes that may be offered by the community and technical colleges.Requires the state board for community and technical colleges to work with community and technical college early childhood education programs to incorporate outcomes related to managing and sustaining a child care business into its early childhood education curriculum.
