States that students at institutions of higher education, postsecondary institutions, state universities, regional universities, The Evergreen State College, community colleges, and technical colleges have the right to exercise freedom of speech and freedom of the press in school-sponsored media.

Places responsibility on student editors of school-sponsored media for determining the news, opinion, feature, and advertising content of the media subject to certain limitations.

Requires each school district, that includes a high school, to adopt a written student freedom of expression policy.
