Modifies water-sewer district provisions regarding: (1) The authority of the board of commissioners to adopt a policy to issue its own warrants for payment of claims or other obligations of the district;

(2) Contracting for asset management service of water storage assets; and

(3) Adding the term "water-sewer district" to the definition of "municipality" for purposes of chapter 70.95A RCW (pollution control--municipal bonding authority).
