Addresses the establishment and collection of fees for the issuance and renewal of wastewater treatment plant operator certificates by the department of ecology.

Requires the department of ecology to: (1) With the advice of an advisory committee, establish an initial fee schedule by rule;

(2) Conduct a workload analysis to determine a biennial budget estimate for the wastewater treatment plant operator certification program each biennium; and

(3) Assess and collect fees from wastewater treatment plant operators at a level that recovers the costs identified in its biennial operating budget.
