Declares an intent to: (1) Establish a limitation that will assure that the growth rate of state revenue collections does not exceed an established percentage of the economy as represented by total state personal income; and

(2) Reaffirm that the state shall not impose on a political subdivision of the state the responsibility for new programs, programs previously offered by the state, or increased levels of service unless the costs of these programs or services are paid or reimbursed by the state.

Changes the name of the "taxpayer protection act" to the "state revenue collection limitation act," for purposes of chapter 43.135 RCW (state expenditures limitations).
