Authorizes the department of social and health services to: (1) Purchase legal representation for parents and/or kinship caregivers of children who are at risk of being dependent, or who are dependent; and

(2) Secure orders establishing relevant civil legal relationships authorized by law.

Encourages the department to work with the office of public defense parent representation program and the office of civil legal aid to develop a cost-effective system for providing effective civil legal representation for the parents and kinship caregivers.
