On page 11, after line 34, insert the following:

"(d) Funds may not be awarded for projects that overbuild areas served by networks built after 2015 with federal funds."

EFFECT: Provides that no funds may be awarded by the Public Works Board grants and loans program for projects that overbuild in areas served by networks built after 2015 with federal funds.
