EFFECT: (1) Changes the agency responsible for completing the economic analysis from the Department of Commerce (Commerce) to the Department of Ecology (Ecology).
(2) Provides that Ecology will complete the analysis and make recommendations in consultation with Commerce.
(3) Clarifies that the collection of recyclable material and solid waste is included as a part of the economic analysis.
(4) Changes the report due date from September 1, 2020, to September 1, 2021.
(5) Provides that Ecology and Commerce must include recommendations that identify economic opportunities and challenges related to the analysis, including the opportunities and challenges to markets related to the reuse of waste as raw material for manufacturing.
(6) Requires Ecology and Commerce to complete the economic analysis and recommendations in consultation with the Recycling Center Advisory Board, rather than a list of specified stakeholders.
