On page 4, after line 28, insert the following:

"NEW SECTION. Sec. 7. The sum of two million dollars, or as much thereof as may be necessary, is appropriated for the fiscal year ending June 30, 2020, from the multimodal transportation account-state created under RCW 47.66.070, to the utilities and transportation commission for the purposes of paying litigation expenses incurred for defending the provisions of this act."

Renumber the remaining sections consecutively, correct any internal references accordingly, and correct the title.
