On page 84, after line 6, insert the following:

"The legislature does not intend to continue to target particular businesses with special rates and surcharges in the future. Future legislatures may not impose targeted surcharges under this chapter."

EFFECT: Adds intent language indicating that the legislature may not impose targeted surcharges in the future.
