EFFECT:  Rephrases the provision recognizing federal authority over interstate pipelines. Provides that nothing in the requirement for the Utilities and Transportation Commission to initiate a proceeding to provide conditions concerning the interim recovery between gas company rate cases of costs associated with replacing pipeline facilities may be construed to impose requirements or restrictions on, or otherwise regulate, interstate pipeline companies.
