On page 3, after line 20 of the striking amendment, insert the following:

"(7) Utility funds used for beneficial electrification programs under this section may not exceed the value of the average cost of a certified carbon offset program in the state."

On page 5, after line 14 of the striking amendment, insert the following:

"(7) Utility funds used for beneficial electrification programs under this section may not exceed the value of the average cost of a certified carbon offset program in the state."
