On page 4, line 31 of the striking amendment, after "(a)" insert " For school districts not included in subsection (b):
(i)"
On page 5, at the beginning of line 3 of the striking amendment, strike "(b)" and insert "(ii)"
On page 5, after line 8 of the striking amendment, insert the following:
"(b) For school districts with an annual average full-time equivalent enrollment that is greater than twenty thousand students, and a percentage of students eligible for free and reduced-price lunch that exceeds the statewide average percentage of students eligible for free and reduced-price lunch:
(i) Funds raised by the school district through enrichment levies must be matched with state funds using the following ratio of state funds to levy funds: The difference between the school district's fifteen percent levy rate and the statewide average fifteen percent levy rate, to the statewide average fifteen percent levy rate.
(ii) The maximum amount of state matching funds for school districts eligible for local effort assistance is the school district's fifteen percent levy amount, multiplied by the following percentage: The difference between the school district's fifteen percent levy rate and the statewide average fifteen percent levy rate, divided by the school district's fifteen percent levy rate."
One page 7, after line 11 of the striking amendment, insert the following:
"(f) "School district's fifteen percent levy amount" means the school district's maximum levy authority after transfers determined under RCW 84.52.0531(1)(b) (i) through (iii) divided by twenty percent multiplied by fifteen percent.
(g) "School district's fifteen percent levy rate" means the school district's fifteen percent levy amount divided by the school district's assessed valuation for enrichment levy purposes for the prior tax collection year.
(h) "Statewide average fifteen percent levy rate" means fifteen percent of the total levy bases as defined in RCW 84.52.0531(2), summed for all school districts and divided by the total assessed valuation for enrichment levy purposes in the prior tax collection year for all school districts."
| EFFECT: Provides local effort assistance of up to 15 percent for school districts with 20,000 or more students and a percentage of students eligible for free and reduced-price lunch that exceeds the statewide average percentage of students eligible for free and reduced-price lunch, rather than 10 percent in the underlying bill
