EFFECT:   Changes the definition of "environmental justice" from the fair treatment and meaningful involvement of all people regardless of race, color, national origin, or income with respect to the development, implementation, and enforcement of environmental laws, regulations, and policies, to instead mean the practical improvements to the quality of the state's environment and natural resources achieved through market-based approaches that recognize private property rights and the importance of technology investments in reducing pollutants.
