| EFFECT: Removes the restrictions on distributions from the Puget Sound Taxpayer Accountability Account (PSTAA) to a county that has not adopted the local option sales and use tax for chemical dependency, mental health, and therapeutic courts. Allows distributions from the PSTAA directly to that county in the same manner as to other eligible counties, rather than requiring appropriation of that county's share to the state Department of Commerce.
