| EFFECT: Clarifies that references to ambulance transports are specific to ground emergency ambulance transports. Changes the cap for administrative costs from five percent of the annual quality assurance fee rate collection amount to $300,000 per biennium. Changes a reference from "hospitals" to "ambulance transport providers subject to the fee," regarding the allowable Ambulance Transport Fund disbursement to refund erroneous or excessive payments.
