On page 275, line 28, after "fiscal biennia." insert "During the 2019-2021 fiscal biennium, the legislature may direct the state treasurer to make transfers of moneys in the public works assistance account to the statewide broadband account."
On page 283, after line 29, insert the following:
"NEW SECTION. Sec. 7029. FOR THE STATE TREASURER—TRANSFERS
(1) Public Works Assistance Account: For transfer to the statewide broadband account, $8,550,000 for fiscal year 2020 and $8,000,000 for fiscal year 2021. . . .$16,550,000
(2) The transfer identified in this section is contingent upon the enactment of Second Substitute Senate Bill No. 5511 (broadband service) by June 30, 2019."
Renumber the remaining sections consecutively and correct any internal references accordingly.
EFFECT: Specifies that the funding in the Washington Broadband Program section can now also be spent on administrative expenses related to implementation of the broadband program. Changes the appropriation for the program to be out of the Statewide Broadband Account. Directs the Office of the State Treasurer to transfer $16,550,000 from the Public Works Assistance Account to the new Statewide Broadband Account.
