On page 22, after line 36, insert the following:

"NEW SECTION. Sec. 19. The requirements of this act may not be applied or enforced against privately owned buildings until all publicly owned buildings are fully compliant with all applicable provisions of this act."

EFFECT: The act may not be applied to private property until all public property is fully compliant with the provisions of the act.
